The Deux Seine Territorial Coherence Project is promoting sustainable urbanisation at metropolitan scale, integrating the requirements of the five targeted municipalities into the capital’s expansion towards the Seine Valley.
The Deux Seine territory enjoys a unique geographical scope of 40 km2 between the Bend of the Seine, the slopes of Suresnes in the east and Rueil in the west, the promontory of Mont Valérien and a 700 hectare Urban National Park around the Rueil forest. The objective of the Urban Coherence and Development Project is to overcome the spatial and temporal disconnections currently characterising this territory and design a balanced, multi-focal, cohesive and innovative structure integrated into the dynamics of the Parisian metropolis. Les Deux Seine territory is located along the Historical Axis of Paris, and includes the monumental high point of the Grande Arche de La Défense and the Terrasses de Nanterre in its extension. We propose erecting a “beacon” at the western end of the Axis, an attractive landmark fit for the capital, in anticipation of its expansion towards Le Havre and the Seine Valley.
Today, the territory has 370,000 inhabitants and offers 340,000 jobs. A working methodology based on consensus is essential. Topic-based workshops bringing together the elected officials and the technical experts followed by a broad cross-functional seminar on the project for all the institutional partners have produced a shared statement of vision for a coherent living and business activity space.
Faced with the challenges of the Greater Paris project, at the end of 2010, the Deux Seine Intercommunal Public Authority (SIEP) was set up by the five townships of Courbevoie, La Garenne-Colombes, Nanterre, Rueil-Malmaison and Suresnes for the purpose of defining a strategic project to create development centres integrated into a sustainable and innovative territory. This involves negotiating a Territorial Development Contract (CDT) with the State concerning the objectives of housing, business development and mobility facilities, particularly in the context of the expected arrival of the seven Greater Paris Express stations on the territory. The beacon we are proposing will also be a symbol of Deux Seine’s commitment to sustainable development within the concept of a “Wind Tower”, a column of wind turbines on a vertical axis, illuminated at night.
